Business consultants for companies in Qatar
Business consulting at Noor Group comes before the spending. We start with the activity you will register in Qatar, then look at whether it belongs on the mainland, in a free zone or at the QFC. Customers come next. The last piece is a first-year budget with every official date in it. You decide; we advise and write it up.
The first-year dates every plan should hold
- To register for tax and apply for the tax card
- 60 days
- After the 1st of each month, to pay wages through WPS
- 7 days
- Before expiry, to renew the CR and licences
- 30 days
- After the year end, to file the tax return
- 4 months

Business consulting services in Qatar we help with
As a business consultancy in Qatar we work on the six areas below. Studies and plans are a separate service.
Choosing the activity
The activity names and the approvals each one needs.
Choosing the route
Mainland, free zone or QFC, for your activity and customers.
Market entry
Customers, presence, staff and visas, before you commit.
Growth plans
New activities, branches and markets for an operating company.
First-year plan
The dates and costs of your first twelve months.
Studies and plans
Feasibility studies and business plans, as a separate service.
Choosing the activity and route
Pick the activity first. The route depends on it, so do the approvals, and very often the premises.
MOCI wants activity names checked before the CR is set up. It also publishes a list of activities open to non-Qatari capital, which is worth a look before anything else.

Before you sign anything
- Activity names
- Verified before the CR is established
- Premises lease
- Signed only after MOCI initial approval
- Residential areas
- Approvals first for an activity there
- Foreign capital
- Check the MOCI list for your activity
Mainland, free zone or QFC
Each route has its own licensing authority and its own rules on activities, premises and staff.
Mainland- Licensed by
- Ministry of Commerce and Industry, on the Single Window
- Activities
- Those MOCI licenses, with any regulator’s approval
Qatar Free Zones- Licensed by
- Qatar Free Zones Authority
- Activities
- Those on the free zones’ permitted list
Qatar Financial Centre- Licensed by
- Qatar Financial Centre
- Activities
- Those the QFC permits, regulated or not
Market entry for foreign companies
Before a foreign company enters Qatar, five questions shape the plan.
Who are the customers
Ministries, other companies or the public, and whereabouts in Qatar they are.
Which licence
The activity and the authority that licenses it.
What presence
A new company, a branch of the parent, or a free zone entity.
Which staff and visas
Who moves to Qatar and who is hired locally.
Which official contacts
For founders, Invest Qatar runs the Startup Qatar initiative.
Growth strategy
For a company already trading in Qatar, growth usually means a new activity, a new branch or a new market.
Test the demand
Where the demand is unproven, test it with research first.
Record the change
Each change is recorded on the CR within 30 days.
Renew on time
The CR and licences are renewed in the 30 days before they expire.
Your first-year plan
- Before the lease
MOCI initial approval for the premises.
- Within 60 days
Tax registration and the tax card.
- Every month
Wages through WPS by the 7th.
- 30 days before expiry
Renew the CR and licences.
- Within 4 months of the year end
The income tax return, even if exempt.

Common questions about business consulting in Qatar
Is there a government agency that supports business development in Qatar?
Yes. Qatar Development Bank (QDB) is one, and the state owns it. The bank finances private businesses and also runs incubators, training and advisory programmes. Startup Qatar, an Invest Qatar initiative, is the other door for founders. We check which programme suits your plan before you apply, and the programme makes the decision.

Do business consultancy services in Qatar help a company that is already trading?
Yes, though the questions change. Picture a company in its third year adding a second activity. It has 30 days to get that onto the CR, and renewal of the CR and licences still falls in the 30 days before expiry. The advice from there is about growth, and strategic planning, market research and operational efficiency each have their own page.

Which services do business consulting companies in Qatar offer?
No two firms offer quite the same list. At Noor Group, business consulting covers choosing your activity and setup route, market entry planning, growth plans and a first-year cost and compliance plan. Feasibility studies and business plans are a separate service, and official startup programmes are explained on our startup support page.
