Business Plans in Qatar

A business plan in Qatar sets out what the company will sell, to whom, under which licence and with how much money, backed by forecasts on Qatari costs and rules. Qatar Development Bank’s Feasibility Study Assessment compares studies and plans with its own minimum requirements, and the Single Window’s factory service asks for one. We write the plan with you.

Who asks for a business plan in Qatar

Find out who will read the plan before anyone writes it. Each of these readers asks for something slightly different.

ReaderWhat they ask for
Qatar Development Bank, direct financingA feasibility study of the project. QDB’s Feasibility Study Assessment then compares studies and business plans with its own business plan scope and minimum requirements.
Single Window, factory establishmentA feasibility study that takes in the business plan, the market, financial and technical studies and an implementation plan. Equipment quotations are optional.
Startup Qatar Investment ProgramAgreed milestones, because money is released in tranches as each one is met. START goes up to US$1.1 million and GROW up to US$5.5 million.
Media City QatarA business plan or portfolio, uploaded with the start form as a PDF of no more than 2 MB.
A bank or private investorTheir own format. Ask them for it, or for a plan they liked, before work starts.

The seven parts of a business plan

Most readers expect these, roughly in this order. The right-hand column is what a plan for Qatar adds.

PartWhat it answersQatar detail to include
1. SummaryWhat you are asking for, and why it should workWritten last, on one page
2. Company and ownersWho owns the business, and in what legal formPartners’ shares and the route: mainland, free zone or QFC
3. MarketWho buys, and who already sells to themCustomers and competitors in Qatar, and the prices they pay today
4. OperationsHow the work gets donePremises, suppliers and any approvals the activity needs
5. Sales and marketingHow customers find you and payChannels and prices you can defend with evidence
6. TeamWho runs itManagers, the hiring plan and the visas it needs
7. Financial planWhat it costs, what it earns, what it needsStart-up costs, monthly cash flow and the funding request

Qatar costs that belong in the forecast

Four lines come from Qatar’s own rules rather than from your plans. They are in the tiles below, and in every model we build.

Lines we add to every model

Auditor

Wages

Due on the 1st, paid through WPS within seven days, so the money sits in the account in the first week of each month.

Legal reserve

10% of an LLC’s net profit every year. Once the reserve reaches half the capital, the partners may decide to stop adding to it.

Auditor

Appointed every year by the general assembly, and paid every year too.

Gratuity

At least three weeks’ wage per year of service after the first full year, put aside monthly in the model so a resignation does not empty one month.

The government fees for the start-up budget are set out on our business setup cost page. If the company is a small one, our guide to starting a small business in Qatar walks through the steps.

Which business is most profitable in Qatar?

We looked at MOCI, the National Planning Council and Qatar Development Bank for an official ranking. None of them publishes one, so the lists you find online are opinions. Four checks on your own idea tell you more.

Margin after Qatar costs

Say a sale brings in QAR 100 and the goods behind it cost QAR 35 (an example): the QAR 65 left over is the margin. It pays the rent, the wages, the gratuity and the government fees, so add those up for a whole year and see what remains.

Demand you can see

Who buys, who sells to them today and at what price. Check it here, not in a report about somewhere else.

What the activity needs

Find the activity on the Single Window before you sign a lease. Its page shows the fee, and whether another authority has to approve it as well.

National priorities

NDS3 wants eight sectors to grow by 2030, among them logistics, tourism, food and health. Good to know, but no help with your margin.

How we write a business plan

  1. Agree the reader

A bank looks for how the loan will be repaid, Startup Qatar reads it another way, and partners writing for themselves mostly want the numbers. Ask the reader for any template at the start; we write to its headings.

  2. Gather what exists

We note what is still to come, and when you expect it. Take a bakery in Al Wakrah: the owner may come in with oven quotations, a rent offer and three job descriptions, but nothing on who buys bread nearby.

  3. The financial model

Year one is set out month by month, the years after as totals. Beside the oven price we write whose quotation it is, beside the licence fee that it comes from the ministry, and beside the sales line that it is your estimate.

  4. Write and review

Plain English, no padding. You and we read the draft together, a line at a time, and only then does it go out.

Common questions about business plans in Qatar

What are the 7 things in a business plan?

Seven, in our outline. The summary comes first, then the company and its owners, the market, operations, sales and marketing, and the team, with the financial plan at the end. We write the summary last of all. For Qatar, add the licence route and any approvals the activity needs; the forecast also has to show WPS salary dates, gratuity and the 10% tax on the foreign partners’ share of profit.

Which business is most profitable in Qatar?

There is no official list; MOCI, the National Planning Council and QDB do not publish one. Two cafés on the same street can end the year very differently, one in profit and one closing, because of the rent, the staff costs and the margin on each cup. NDS3 tells you which sectors the state is building up to 2030, which is useful background and no more.

Does Qatar Development Bank need a business plan?

QDB asks for a feasibility study of the project when you apply for direct financing. Its Feasibility Study Assessment then checks studies and business plans against QDB’s own scope of work and minimum requirements, and we write to the list QDB gives you.

What are the 7 steps to create a business plan?

Ours run like this. We start by agreeing who will read the plan. Second, we gather what exists already, such as quotations and a rent offer. Then the market research, and a check of the activity on the Single Window before any lease is signed. Fifth is the financial model on Qatari costs, sixth the draft, and seventh a line-by-line read with you.

Business plan or feasibility study: which comes first?

The feasibility study comes first and may well end with “do not go ahead”. A business plan assumes the answer was yes, and sets out how the company will be set up, run and funded. When a lender wants both, the plan uses the study’s figures.

Can you write a laundry business plan in Qatar?

Yes, with the same seven parts. For a laundry by a compound in Umm Salal we would count the households, note shirt prices at the nearest laundries, check the activity on the Single Window before the lease, and carry WPS wage dates, gratuity and any 10% tax on a foreign partner’s share in the forecast.

How much does a business plan cost?

The Single Window fee for a factory’s initial approval is QAR 500, and that part is fixed. Our fee depends on who reads the plan. Three partners who know the trade need a short document. A bank with its own checklist needs a long one, sometimes with market research done before the forecast. We quote once we have seen the reader’s format.

Is the plan for a bank, an investor or your own partners?

A few lines on the business and the deadline are enough. If the reader has sent you a template, attach it and we will scope the plan against it.
