PRO Services in Qatar
PRO services in Qatar are the government transactions a company goes through to operate and employ staff: the establishment card, labour approvals, work visas and residence permits, attested documents, legal translation, licence renewals and, at the end, closing the company. We prepare each file in the sequence the ministries work in and track the renewal dates.

The order things happen in
Say a new company has its licence and wants two engineers from abroad. This is the sequence.
- Establishment card
Issued automatically with the commercial licence through the Single Window, for QAR 200. Labour approvals, visas and residence permits all use its number.
- Labour approval
The authorised signatory requests it on the Ministry of Labour’s Establishments Portal, signed in with the smart card. There is no fee; the establishment ID must be active.
- Work visa
The Ministry of Interior issues it against attested certificates, an attested good conduct certificate, the employment contract and a medical test taken abroad.
- Residence permit
Within 30 days of the employee’s arrival, with the contract attested by the labour department and a copy of the establishment ID.
- Renewals
Residence permits are renewed within 90 days of expiry. The establishment card renews with the CR and licence.
What a PRO (mandoob) is
In Qatar the word mandoob, or PRO, means the person who takes a company’s files to the government. A small company often has no mandoob on its payroll. It uses one from outside for the paperwork.
Ministry of Interior requests go in two ways: through the signatories named on the establishment card, or through a mandoob the ministry has approved at the company’s request.
The PRO card
- Given to
- The mandoob, once the ministry approves them
- Issued by
- Ministry of Interior, General Directorate of Passports
- Needs
- A company letter, a copy of the establishment card, the PRO’s ID and a photo
- Fee
- QAR 200
- With an outside mandoob
- The signatory still signs in for steps that need their own smart card

Common questions about PRO services in Qatar
What are PRO services in Qatar?
The government transactions a company needs to operate: the establishment card at the Ministry of Interior, labour approvals and work permits, visas and residence permits for staff, document attestation, legal translation, renewals of the commercial registration and the establishment ID, and closing the company. A PRO prepares the files and follows them through.

What is a PRO in Qatar?
A public relations officer, also called a mandoob, handles a company’s government paperwork. The Ministry of Interior issues a PRO card to the company’s officer against a company letter, a copy of the establishment card, the officer’s ID and a photo, for a QAR 200 fee shown on the ministry page.

Does a company in Qatar have to use a PRO services company?
Not by law. The company’s authorised signatory can log in to the government portals with the smart card and submit requests, or the company can give its own employee a PRO card. Many small companies use an outside PRO services company because the steps, documents and deadlines are many.

What does a company do first after getting its licence?
It gets its establishment card from the Ministry of Interior, because labour approvals, visas and residence permits all use the establishment ID. Then it requests labour approval for the jobs it needs, applies for work visas, and completes residence within 30 days of each employee’s arrival.

Can someone act for me at the ministries?
Yes, within limits. A company can name a mandoob, whom the Ministry of Interior approves and gives a PRO card, and the Ministry of Justice issues a special power of attorney for government transactions. Some steps, such as labour approvals, still need the authorised signatory’s own login.
