Operational Efficiency Consulting in Qatar

Operational efficiency consulting in Qatar, as we run it, means measuring one process for two to four weeks before changing it: an order through to its invoice, say, or timesheets through to the WPS salary file due within seven days of the 1st. Steps that add time or cost are removed, and the result is checked against the income tax rules on books and records.

Where time and money usually go

These are the six we look for first.

Typing the same data twice

One invoice, entered three times: by sales, the store and accounts. We count where the copies differ.

One person holds every approval

Purchase requests need one signature, and that signatory is often travelling. We log how long each request waits.

Stock counts that disagree

The MOCI circular of 19 March 2026 expects stock to be updated when it changes. Where shelf and system differ after a count, we trace each difference.

The month-end rush

Article 74 sets overtime at 25%, or 50% between 9 pm and 3 am. Where this is worked out by hand each month, we move it into the payroll rules.

Missed renewal dates

CR renewal opens 30 days before expiry. Where no one owns that date, we put it in a shared calendar.

Papers nobody can find

Article 47 of the Labour Law requires a file for each worker. Where a signed contract takes days to find, the filing is the process to fix.

How operational efficiency consulting works in Qatar

  1. Start small

One or two processes per engagement, payroll or purchasing for instance, never the whole company in one go.

  2. Watch the work

We record each step, hand-over and wait as the clerk or storekeeper actually does it, including workarounds.

  3. Measure it

Two to four weeks of counts: minutes per case, cases returned for correction, cases waiting for a signature.

  4. Redesign

Steps with no purpose are removed, checks are moved to where errors arise, and each remaining step is given one named owner.

  5. Run it and measure again

After a month on the new version, the same counts are taken again and set beside the first ones.

Qatar rules a new process must still meet

A faster process is no use if it breaks one of these. Each redesign is checked against them.

Three examples from everyday work in Qatar

From timesheet to WPS

  • Each of three supervisors kept an attendance sheet, and no two totals agreed. One clock or app replaces them.
  • Overtime is at least 25% on top, or 50% between 9 pm and 3 am (Article 74). Set the two rates once in the payroll rules and put the calculator away.
  • Salaries due on 1 May have seven days to go through WPS. Sending the file on the 2nd leaves time to fix a rejected line.

Stock and the MOCI link

  • The shop, the store room and accounts each kept an item list. Now there is one.
  • A sale at the till comes off stock that minute, which is what the MOCI circular announced on 19 March 2026 expects.
  • Once a month someone counts the shelf against the system and writes down the reason for every difference.

Licences and renewals

  • All the CR, licence and card dates go into one calendar that more than one person can see.
  • Renewal starts 30 days before expiry, through the renewal service in the MOCI app.
  • The establishment card renews automatically with the CR, so someone checks that it did instead of filing it again.

Outside reasons to do this work

NDS3 aims for labour productivity to grow 2% a year until 2030. Qatar Development Bank’s Scaling Up advisory bundle, announced in September 2024, also opens with a look at gaps in a company’s administrative, technical and financial processes.

For suppliers to the energy sector there is a direct link to tenders. The In-Country Value scheme gives a bonus of up to 15% for listed behaviours, and productivity and automation is one of them.

Common questions about operational efficiency in Qatar

What is operational efficiency consulting?

We would describe it as paid, outside help with one process at a time. In a company of 40 it might be payroll. The consultant follows it for a few weeks, from timesheets to the WPS file, counts the hours and the corrections, changes the steps, and counts again a month on.

What is business process improvement?

Take purchasing. A request might pass through five people and two spreadsheets before an order goes out, and improving the process means cutting that down to the steps that really catch mistakes. Payroll and stock control work the same way. In Qatar the shorter version still has to meet local rules, such as wages through WPS within seven days of the 1st.

How do you measure operational efficiency?

Take purchasing. We would time each request from the first email to the order going out, count how many come back for correction and how many sit waiting for a signature, and add up the staff hours. The same counts are taken before the change and a month after it.

Can my company keep its books only in software?

It can, under Article 36 of the income tax regulations, as long as you keep the original documents, document the system and get your auditor to confirm that entries cannot be changed once made. Paper or software, the books stay at your place of business for ten years.

How much does an operational efficiency review cost?

By the process, not the size of the company. Payroll for twenty people is a small job. Stock control across three branches means more people to sit with, so it costs more. The quotation names both.
