In short

This Qatar business setup glossary explains the words founders meet again and again. The CR and commercial permit come from the Ministry of Commerce and Industry, the establishment card and residence permits from the Ministry of Interior. Tawtheeq is the login, the Single Window is the portal, and Dhareeba is where the tax card and returns are handled. Where an official page gives the Arabic, so do we.

Common questions about Qatar business terms

What is the difference between a CR and a commercial permit?

The CR records the company and its activities in the commercial register. The commercial permit, often called the trade licence, licenses the premises and activity. The Single Window issues the CR first, and the activity may start only after the permit is issued for a ready location.

Is Tawtheeq the lease registration system in Qatar?

No. In Qatar, Tawtheeq is the National Authentication System of the Ministry of Communications and IT, the single login for government e-services and the Single Window. Leases are registered by the landlord with the Ministry of Municipality’s lease registration office.

Is a WLL the same as an LLC in Qatar?

The law has one limited liability form. The Single Window adds “L.L.C” in English and “ذ.م.م” in Arabic to its trade name, and MOCI writes “LLC”. “W.L.L.” is a label some people use for the same form, but it does not appear on the official pages we read.

What is the establishment card?

It is the Ministry of Interior’s registration of a company that employs staff, also called the establishment ID. Staff residence permits and the PRO card are issued against it. The business owner renews it on the Metrash app, and Hukoomi shows a fee of QAR 200.

What is a tax card in Qatar?

A card the General Tax Authority issues to each taxpayer, showing its name, tax number, CR or licence number, branches and dates. A new company registers and applies for it on Dhareeba within 60 days of the earliest of approval to start, CR entry or first income.

What does ICV mean in Qatar?

In-Country Value. QatarEnergy’s Tawteen programme measures the value a supplier keeps in Qatar through local purchases, workforce training, local supplier development and capital investment. The score counts in the commercial evaluation of energy-sector tenders, so a supplier to that sector registers on the Tawteen ICV portal and has its score certified. Outside the energy sector, check each tender’s own terms.
