Vendor registration in Qatar is done buyer by buyer. Government tenders run on Monaqasat, the Ministry of Finance’s Unified Website of State Procurement, where companies also apply for classification. MOCI vendor registration refers to the Ministry’s own supplier portal, which works by invitation. QatarEnergy, Ashghal and Qatar Airways each run their own supplier portals.
What must be in place first
Every buyer checks the same company basics before it looks at your offer.
A supplier registration is only as good as the company file behind it. The tender regulations list what goes into a government technical bid, and the large buyers ask for much the same. Have these ready, valid and in the same company name, before you open any portal.
| Item | Why buyers ask for it | Rule or page |
|---|---|---|
| CR with the right activity | MOCI allows no activity that is not on the CR and the licence. A government technical bid states the CR number, its expiry and the commercial activity | MOCI; Tender Regulations, Art. 28 |
| Tax card | A company registers for tax and applies for its tax card within 60 days of its CR entry, approval to start or first income, whichever comes first. QatarEnergy’s supplier questionnaire asks for the tax card or certificate | Income Tax Regulations, Art. 25; QatarEnergy guide |
| Tax clearance certificate | A government technical bid includes a certificate that the company has no unpaid tax debts | Tender Regulations, Art. 28 |
| Classification certificate | Government bodies deal with classified contractors, and the bid form asks for the classification number where there is one | Tender Regulations, Arts. 28 and 96 |
| ICV certificate | Mandatory since 1 July 2023 for energy sector tenders where ICV applies, for suppliers with a local CR. QatarEnergy asks new suppliers for it if they have one | Tawteen; QatarEnergy guide |
| Audited financial statements | Supplier classification asks for an audited budget for the last year. QatarEnergy asks for the latest audited statements within four months of the year end | Hukoomi; QatarEnergy guide |
| Bank details and company email | Buyers pay into the account on your supplier profile. QatarEnergy does not accept personal email addresses | QatarEnergy guide; MOCI iSupplier manual |
Government tenders on Monaqasat
Ministries, authorities and public institutions buy under Law No. 24 of 2015 on tenders and bids. The public tender is the rule; a limited tender, a practice, a competition or a direct agreement needs a justified decision. The law names its principles: justice, transparency, equality, equal opportunity, free competition and value for money.
The Unified Website of State Procurement, known as Monaqasat, is the Ministry of Finance’s portal. Under Articles 24 and 107 of the Executive Regulations, government bodies announce their public tenders there, with the opening of envelopes and the awards. The Ministry also keeps a list on it of contractors that a government body has stopped dealing with. Award decisions are posted within two working days, and a bidder may file a grievance within five working days after the award is announced.
- Register the company
On Monaqasat, choose “Register Now” and register the company or institution with its details.
- Apply for classification
Choose the application type for your company: supplier, service provider or contractor. Applying is free.
- Upload the file
Attach the CR, licence and financial and staff documents in PDF, each under 10 MB, and send the application for review.
- Pay for the certificate
Once the Ministry approves, you are notified, pay the certificate fee and download the certificate.
- Buy and bid
The certificate lets you buy tender documents on the portal and submit bids.
Companies registered with the Qatar Free Zones Authority, the Qatar Financial Centre and similar bodies take part in tenders on terms set by a Cabinet decision. Contracts with non-Qatari companies for works or services in Qatar, other than consultancy, must source at least 30% of their value from the local market, with priority for small and medium enterprises.
Supplier and contractor classification
Classification places suppliers, service providers and contractors in categories and specialties by their financial and technical capacity, experience and past work. It is done by the Ministry of Finance, not by MOCI, and a technical committee with members from Ashghal, MOCI and other bodies advises on its criteria.
| Step on the supplier form | What you attach |
|---|---|
| 1. Company | Main and sub CR in Arabic and in English, each issued within the last three months; a valid commercial licence; the memorandum of association, if any |
| 2. Owners | Details of the partners or owners |
| 3. Finance | Equity and net assets, with the audited budget for the last financial year from an accredited auditor |
| 4. Staff | Numbers of administrative and technical staff, the organisation chart if any, and the labour ministry’s statistical certificate, issued within three months |
| 5. Activities | The activities to be classified, with any licence another authority requires for them |
| 6 and 7. Contracts | Up to ten government supply contracts of the highest value from the last three years, with completion certificates; then private contracts with the same papers |
Natural persons do not need classification, and a foreign company not classified in Qatar may bid with a classification certificate from its home country, attested by the Qatari embassy there.
What MOCI vendor registration refers to
No official page uses the phrase “MOCI vendor registration”. The Ministry of Commerce and Industry lists a Supplier Portal among its e-services: a portal for suppliers to manage their profiles, users, purchase orders, invoices and shipments. It serves the Ministry’s own purchases. It is not a register of suppliers for all of government, which is Monaqasat’s role.
By invitation
MOCI’s procurement contact sends the registration invitation. If the link expires, ask the buyer for a new one.
Sign-in
Users sign in through the national authentication system with their Qatar ID.
Your profile
The supplier keeps its organisation details, addresses, contacts, products and services and bank details current. New addresses are approved by the Ministry’s supplier profile administrator.
Users
Each supplier may have up to three user accounts under MOCI policy.
Quotations
Requests for quotation, quotes, online discussion and awards run through the same Oracle system, including two-stage requests.
Supplier portals of large public buyers
State-owned companies and authorities run their own registers. Being registered with one does not register you with another, and registration on its own is not prequalification.
| Buyer | Portal | How registration works |
|---|---|---|
| QatarEnergy | Mushtaryat portal | Register and obtain a QatarEnergy SAP Vendor Code, which is needed before you can receive a request for quotation or invitation to tender. Complete the Know Your Supplier questionnaire and keep every document valid. Register well before collection deadlines |
| Ashghal (Public Works Authority) | Ashghal tenders and e-Tendering registration | All eligible companies register in Ashghal’s e-Tendering system, and register their classification with the Ministry of Finance on Monaqasat. Tender documents are bought online; bids carry a tender bond valid 120 days, and the winner gives a performance bond of 10% of the contract price |
| Qatar Airways | e-Procurement and supplier registration | Prospective suppliers take part in sourcing events by invitation only. Existing suppliers update their profile in iSupplier. Five compliance documents are acknowledged during onboarding, and a registration with missing documents may be rejected |
| Government bodies | Monaqasat | Company registration and classification on the Ministry of Finance portal, then purchase of tender documents |
| Ministry of Commerce and Industry | MOCI e-services | Supplier Portal for the Ministry’s own purchases, by invitation |
How we help
We help you check that the CR activities match what you plan to supply, prepare the company documents, tax card and audited accounts buyers ask for, and assemble the classification file for the Ministry of Finance. Each buyer and the Ministry of Finance decide on every registration and classification.
